Its a dangerous concept. Even the various "editions" of the original were treading a fine line with some if the changes they made.
I would think any prequel/sequel would have to be true to the original style and story and that would probably reduce its appeal to a much smaller audience, or they would just have to say stuff it and make it appeal to mass market.
Can anyone think of another movie with cult status that was nicely complimented by a sequel many years later. Tron?
The article does mention that it might be mote of spinoffs from various point in the movie, in which case its much safer as you could do side stories set in the blade runner world that don't actually relate to the original story. A cool idea would be a series of them all done by different directors in slightly different style. Trying to copy the original style will always disappoint the anoraks, buy deliberately different to am artistic degree might work.

The directors cut of Bladerunner made a lot more sense than the original film (driving into the countryside anyone?) but a sequel would be dire I am sure.

A prequel set off-world based around a revolt of the replicants could work as a movies. Particularly if aim was to get the audience to sympathize with are the replicants... but it wouldn't be Blade Runner, it would just be another movie.
