I lists the number af people an award has been given to. I assume it is only based on people BF2S knows about though, but it gives you an idea of ratios.

what strikes you on this is the low number of people who have the expert badge - looks like I will be topping out with silver

A few of us aren't actually that far off getting a couple of expert badges. I doubt though that I'll be sticking it out long enough to get all the expert badges the same way I have the vets.
